[roll] Roll fuchsia [tee] Hoist "ta" collection up to peer of ta-manager

This moves the "ta" collection to be a peer of the ta-manager component.
This matches the test setup. This makes it easier to set up test realms
as the capability for controlling the collection also controls
subpackage resolution. Now we can use the same ta-manager component in
production and tests and supply test TAs as subpackages in test realms.

This also moves the boilerplate capabilities and routing for hosting the
TA manager into a shard that we can use in tee.cml and (most) tests.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
