[roll] Roll fuchsia [developer] Reformat for new GN binary

In order to prepare for the roll of a new GN binary with
stricted 80 column width for comments, reformat our current
GN files under src/developer/

This only affects comments, and doesn't touch LINT checks
as verified by looking at the content of
