[roll] Roll fuchsia [ffx] move target expiry to a daemon task

Targets contain the code to expire themselves based on their state.
The daemon takes on the role of walking over the task collection
periodically, asking each target to expire itself.
Duration constants are turned into Duration types.
Target times use Instant rather than wall times, so as to not be
affected by wall clock shifts.

Bonus: daemon lib test time dropped from 10s to 1s.
