[roll] Roll fuchsia [heapdump] Compress generated protobuf files

Apart from reducing the resulting file size to 1/8th, this commit
has no user-facing effects, because pprof can transparently open
gzipped protobuf files too.

Note: while pprof can handle both compressed and non-compressed
input files, this CL modifies most of our tests to only accept
compressed files. This works because these tests only run on
just-generated profiles, which will be indeed compressed.

The only exception is dupefinder, as it's a command-line too that
could still in theory be run on input files generated and stored
before this change. Similar to pprof, dupefinder can now accept
both formats.
