[roll] Roll fuchsia [ffx][target][update] Use fuchsia.update.channel/Provider

Platform Assembly is being extended to support configurations that use
an external update checker and so will not have
fuchsia.update.channelcontrol/ChannelControl (i.e. they do not
necessarily have a target channel), but these configurations will still
support reporting the current channel from the build via
fuchsia.update.channel/Provider.
