[roll] Roll fuchsia [starnix][range_map] Don't try to rebalance empty nodes

Previously, if a child underflowed to zero elements, we would try to
rebalance entries into that node. Instead, we now just remove the empty
node. This fixes an integrity issue with the btree where we would end up
with the wrong split key when trying to rebalance with an empty node.
