[roll] Roll fuchsia [wlansoftmac] Migrate DeviceInterface.set_ethernet_status to WlanSoftmacBridge The `WlanSoftmacBridge` protocol now includes a `SetEthernetStatus` method. This migration allows `DeviceInterface` to be deleted which eliminates the `DeviceInterface` portion of the FFI. While the `SetEthernetStatus` method could perhaps belong in its own separate FIDL protocol, I've decided defer that refactor to when we incorporate network device into wlansoftmac.
