[roll] Roll fuchsia [starnix] route fuchsia.starnix.runner.Manager to sessions

I'd like to try suspending Starnix as part of my experiment
on session power management. So I am

1. `expose`-ing this protocol from Starnix Runner to its parent
   (`core`).
2. `offer`-ing this protocol from `core` to `session-manager`.
3. `offer`-ing this protocol from `session-manager` to `session`.

Test: OTA'd a session which `use`s the protocol, then verified
Test: capability was available (see below)

$ ffx component doctor core/session-manager/session:session | grep starnix.runner
  [✓]  fuchsia.starnix.runner.Manager                    Success

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
