[roll] Roll fuchsia [mise] Integrate directly with antigravity.

Antigravity's agent's run in a non-login shell by default,
which prevents them from sourcing most relevant scripts like
~/.bashrc. It's possible to trick them by adding BASH_ENV to
the environment AGY runs in, but that gets inherited by subshells
that fx scripts create, and many of those are incomatible with
mise's bash function overrides that unload config when changing
cwd to be above FUCHSIA_DIR.

By explicitly wiring in BASH_ENV to the agent's terminal environment
we make sure that AGY is able to run fx commands using mise's
config without affecting the behavior of non-login subshells
used by fx scripts.

Verified that this is a no-op on a machine that does not have
mise in PATH.
