[roll] Roll fuchsia [fbl] Removes duplicate declaration of fbl::memory_order For some reason both atomic_ref.h and futex.h had their own, and incompatible declarations of fbl::memory_order. I discovered this by accident while working on fxbug.dev/82517. This change implements fbl::futex_t in terms of fbl::atomic_ref. I originally only wanted to eliminate the duplicate declaration, but ended up making minor changes here based on reviewer comments.
