[roll] Roll fuchsia [console-launcher] Implement exponential backoff for shell respawn When running in headless mode without an attached serial console, the console shell immediately exits on EOF in a tight loop, causing 100% CPU utilization on the host. This change introduces an exponential backoff delay (from 1s to 60s) when the shell exits in less than 1 second (which indicates an EOF loop rather than user interaction). The backoff is reset to 1s if the shell runs for at least 1 second. Original-Original-Bug: 522023608 Test: Manually verified CPU usage drops and backoff delay increases in headless mode.
