[roll] Roll fuchsia [ffx][flash] Batch update the fastboot.flash timeout_rate to 1 and min_timeout_secs to 600

This CL batchly updates the fastboot.flash configurations,

1. timeout_rate by default is 2MB/s, setting to 4MB/s would indeed
reduce the reliability in the infra.

2. timeout_rate doesn't support values less than 1MB/s, so set the
min_timeout_secs to 600 so that the effective timeout_rate on astro
would be 0.5MB/s to reduce the Astro flash flaky rate.

Note, before https://fxrev.dev/1529756, the fastboot.flash.timeout_rate
doesn't take effect.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
