[roll] Roll fuchsia Revert "[build] Install gndoc host tool and emit tool_paths metadata"

This reverts commit 98d4bd458411fa665626a807071be6c1198b81f5.

Reason for revert: No longer necessary after https://fxrev.dev/1789117.

The tool is removed from `//tools/build:tools` entirely since the
reverted commit added it and it was not part of this group prior to the
Bazel migration.

Also update the reference from `//bundles/tools/public_host_tools`,
which was added after the reverted commit.
