[roll] Roll infra/recipes [llvm] Change how LLVM library for Fuchsia is uploaded to CIPD

We currently maintain a fork of LLVM, which contains downstream
patches for supporting use cases like lavapipe in Fuchsia. We ran
into issues when we need to rebuild the library with newer toolchain
Fuchsia SDK, the package cannot be uploaded to CIPD because the
git_revision won't change. This patch appends the Fuchsia SDK version
to the original llvm version tag to mitigate this issue.
