[roll] Roll fuchsia [boot-shim][devicetree] Support TTY aliases

This change adds support for resolving TTY aliases specified in the
'/aliases' node of the device tree. This allows command line arguments
like 'console=ttyS0' to be resolved to the correct device path.

Note: only matches against alias nodes with a string name in it, and by
matching the register field. Does not handle aliases that refer by
phandle.

Added unit test.
