[roll] Roll fuchsia [zircon][suspend] Reduce spurious wakeup window in test Attempt to reduce the flake rate of the one_wakes_another test by reducing the window for checking that the target is still in the expected suspended state before issuing a wakeup IPI. This will hopefully make the test more robust to interference from other interrupt sources, such as timers, that could also wake the target CPU due to all group 1 interrupts being enabled at the GIC without additional masking during suspend. See the bug for more involved alternatives if this change does not achieve the desired resilience.
