[roll] Roll fuchsia [starnix] Fix weak ref race in message counters inspect Prevent a kernel panic during inspect lazy recording of message counters. A weak reference could be dropped by another thread while the lock is held, causing `upgrade()` to return `None` and fail the `expect()` assertion inside the loop. Instead, iterate through the weak references inside the lock, attempt to upgrade each one, and safely skip any that cannot be upgraded.
