[roll] Roll fuchsia [virtio-gpu-display] Rust port of PlatformResources.

This CL establishes the pattern that will be used by all Rust display
drivers for obtaining resources from Fuchsia.

The rust_next bindings don't seem to have clean support for connecting
to a FIDL protocol that is not bundled in a service. The implementation
works around this issue by using the "non-next" bindings to connect to
the protocol, and then extracting the raw Zircon channel. This wart is
completely isolated in the PlatformResources implementation, so it will
be easily removed when we have a better approach.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
