[roll] Roll fuchsia [fuchsia-sync] Make guard !Send While the underlying library does allow us to acquire and release locks on different threads, it's often a bug to do so. It is exceptionally easy to make this mistake in rust due to ergonomics of async await. By making the guard !Send, the compiler will catch these sorts of mistakes for us.
