[roll] Roll fuchsia [sdhci][fidl] Add method to support vendor-specific clock configuration

Add an optional method to support vendor-specific configuration of the
internal and SD clocks. The SDHCI core driver will fall back to standard
clock configuration if this method isn't implemented.
