[roll] Roll fuchsia [wlan] Transform fuchsia.wlan.phy for wlanphy deletion - Switch fuchsia.wlan.phy to the Zircon channel transport which significantly simplifies how the protocol is held in drivers. Since the WlanPhy protocol will only ever be a control-plane level protocol, Zircon channel transport is more than sufficient for our needs. - Merge event only WlanPhyNotify protocol into WlanPhy. - Add dependencies to avoid duplicating FIDL types in other WLAN FIDL libraries. - Make fuchsia.wlan.phy an unstable FIDL API.
