[roll] Roll fuchsia [ffx] Add clear subcommand to ffx target discover Add a `clear` subcommand to `ffx target discover` to allow removing the discovery cache file. This avoids requiring the user to know the location of the cache file. The existing options are preserved as top-level switches, and the subcommand is optional to maintain existing behavior when no subcommand is provided. A `tests` label is added to the plugin's `BUILD.gn` to facilitate running unit tests. Existing tests were updated to handle the new `subcommand` field in `DiscoverCommand`.
