[roll] Roll fuchsia [inspect_validator] Remove @transitional

Added in commit 9fde03ad4e1a4632c7eecd6816bd111ebd67aacd, these
annotations are a misuse of the attribute, which is intended to
facilitate transitions involving out-of-tree implementations; this
protocol is not implemented by clients out of tree.
