[roll] Roll fuchsia [build][rust] Forward testonly in rustc_cdylib

When `testonly = true` was passed to the `rustc_cdylib` template, it was
forwarded to the inner compilation target but not to the outer `group`
target. This caused GN errors when testonly targets attempted to depend
on it. This change forwards the `testonly` variable to the outer
`group` so it can properly inherit the test-only status.
