[roll] Roll fuchsia [windowed-stats] Refactor `BufferStrategy` implementations.

This change reimplements `BufferStrategy` primarily in terms of
`DataSemantic` types. Each implementation associates a buffer encoding
with a data semantic, aggregation, and interpolation. For example, a
gauge statistic that aggregates into `u64` with `LastAggregation` or
`LastSample` interpolation encodes aggregation with delta zig-zag
Simple8b RLE.

This removes `BufferStrategy` implementations for aggregation types
(like `u64`) and furthermore removes some unclear implementation
forwarding. Now `BufferStrategy` is implemented by data semantic types
and is only forwarded once in a blanket implementation for `Statistic`
types. Understanding which encoding is used for a `Statistic` only
requires determining its data semantic and then examining that
semantic's `BufferStrategy` implementations.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
