[roll] Roll fuchsia [trace_manager] Allow buffering data on device

When in streaming mode, streaming data back to a potentially host
running trace controller can trigger a large amount of cpu activity
sending data over networking over usb. This copying adds extra cpu
overhead during a trace.

Instead, we can buffer a file on disk and only send it over the wire
once the trace has ended.
