[roll] Roll fuchsia [libc] Use llvm-libc implementations of sqrt(f), fabs(f)

This adds some build machinery for using llvm-libc functions
without including their tests. The math tests are not compatible
with zxtest and also require an external dependency (MPFR) that
won't ever be used in the Fuchsia build.

It also adds build machinery for using llvm-libc CPU-specific
implementation files, though that is not actually used yet.

So far only these two functions in double and float forms are
taken from llvm-libc. That's because on all machines the
llvm-libc implementations of these just use a hardware
instruction, so there's no material difference from the old musl
implementations that use the same instructions.
