[roll] Roll fuchsia [intel-display] Remove non-linear tiling support. Previously, the intel-display driver supported non-linear image tiling modes including X-Tiled, Y-Legacy, Y-Tiled, and YF-Tiled, and handled image rotation in hardware. This CL changes the driver to strictly enforce linear tiling and remove all rotation support. Linear tiling is the only universally supported format across the display stack, and removing legacy tiling modes simplifies the driver and reduces maintenance burden. The driver now asserts that all imported images and constraints use linear tiling, and legacy tests relying on Y-tiling have been removed.
