[roll] Roll infra/recipes [bisector] Add bisector wrapping of RawResult

api.bisector.summary() would wrap a string intended to be used as the
summary_markdown argument to RawResult(), but sometimes we already have
a RawResult object and want to wrap the summary_markdown string inside
it. Add a new api.bisector.raw_result() method to do the same for
RawResult objects.

The raw_result.py tests file is a copy/paste of the summary.py file, but
with changes to INLINE_PROPERTIES_PROTO, RunSteps(), and test(). Also
the 'none' test was added.
