[roll] Roll fuchsia [zx][result] Enable status_string() and std::formatter on host

Make zx::result::status_string() and std::formatter available on host
builds by providing a host-side implementation of status_string()
using a local switch statement for error codes.

Test: fx build (verifies compilation of the header for both Fuchsia and host targets).
