[roll] Roll fuchsia [starnix] input_file event buffer is lock free

Starnix virtual input files stored their buffer as a Mutex<VecDeque>.
This has the potential lead to contention causing input pipeline delays.

Swap this out for a lock free data structure. I've opted for
crossbeam::queue::SegQueue, which is the same type used by
//src/lib/mpmc.

Incidentally, this change removes an INFO log that reported how many
events are left in the buffer if it was not empty. Keeping the log the
same would add atomic memory accesses, which is probably small overhead
but since I'm not sure how important this log is I opted to take it
out.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
