[roll] Roll fuchsia [display] Create framebuffer-amd-display driver

Add a framebuffer display driver for AMD GPUs that maps BAR 0 (the VRAM
aperture) using the new FramebufferPciBootDisplayDriver.

BAR 0 is the VRAM aperture on all AMD GPUs, from the original ATI Radeon
through GCN and RDNA 4 (see Linux amdgpu driver). UEFI's GOP should
always place the display framebuffer within this aperture during boot.

Bind rules match against PCI VID 0x1002 (AMD) + class 0x03 (Display). No
device ID exclusions are needed since there is no full AMD display
driver yet.

Original-Bug: 503064084
Test: Manual virtcon check with keyboard input on AMD Strix Halo. The
Fuchsia logo displays, and keyboard input toggles the different virtcon
screens.
