[roll] Roll fuchsia [fidl][fix] Create protocol modifier fix
This creates a new automated fix for adding the appropriate unknown
interaction modifiers to protocol and method declarations. The next CL
in the chain will further test this functionality by creating the
top-level fidl-fix binary, and test running it on some subset of the
entire *.fidl corpus in fuchsia.git.
