[roll] Roll fuchsia [kernel][channel] Fix start_of_payload and enablement of msg body tracing This change fixes a bug where MessagePacket::start_of_payload was returning spans that were "too large" (resulting in crashes on CI/CQ). This change fixes a bug where the new CHANNEL_MESSAGE_BODY_TRACING_ENABLED was always-enabled by mistake. Add in-kernel unit test that catches the start_of_payload issue.
