[roll] Roll fuchsia [power] Disable thermal cache in tests The sensor-manager-integration-test was flaking and crashing due to a race condition between real-time `fasync::Timer` delays and the fake clock used by `power-manager`. Because the fake clock asynchronously runs at 100x real-world speed, the 50ms sleep previously encoded into the tests would regularly finish prematurely if the fake IPC clock encountered scheduling delays, failing to advance far enough to expire the `temperature_soc_pll` cache. This CL fixes the deadlock race entirely by turning off caching in the test's node configuration. It also updates TemperatureHandler to ignore caching when the duration is zero.
