[roll] Roll fuchsia [dhcp-client] Decline Invalid Addresses If the DHCP server offers us an address that the netstack deems invalid, generate a DHCP DECLINE message and restart the client. We've seen evidence that DHCP servers in the wild will try to offer us the subnet's broadcast address. We should decline such offers and hope subsequent offers are more sensible. Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.
First install Jiri.
Next run:

Third party projects should have their own subdirectory in ./third_party.
