[roll] Roll fuchsia [dhcp-client] Decline Invalid Addresses

If the DHCP server offers us an address that the netstack deems invalid,
generate a DHCP DECLINE message and restart the client.

We've seen evidence that DHCP servers in the wild will try to offer us
the subnet's broadcast address. We should decline such offers and hope
subsequent offers are more sensible.
