[roll] Roll fuchsia [bazel_migration][haptics] //.../testing/fake_haptics_service

Migrate target `bin` (crate name `fake_haptics_service`), `manifest`,
`component`, and `package` in
`//src/devices/haptics/testing/fake_haptics_service` to `BUILD.bazel`,
and sync `BUILD.gn` via `bazel2gn`.

Replace the GN `fuchsia_package("package")` with
`bazel_fuchsia_package("package")`, which wraps the Bazel `fx_package`.
`//src/starnix/tests/starnix_test_subpackages.gni` still lists it as a
GN subpackage.

Set `metadata = { link_output_barrier = [] }` on
`bazel_fuchsia_package("package")` so `zxdb_e2e_symbols` does not walk
into `sysroot_for_fuchsia_platform`.

Add the wrapper to the `non_hermetic_deps` allowlist in
`//build/BUILD.gn`, because `bazel_fuchsia_package` expands to
`prebuilt_package`.
