[roll] Roll fuchsia [ktrace] Remove fuchsia.tracing.kernel

This entire fidl call is an artifact of DFv1's platform bus that used to
expose kernel tracing, then got moved into the kernel debug broker.

Instead, clients (there are only 2: bin/ktrace, and ktrace_provider)
call zx_ktrace_* directly. This also removes the extra overhead of
pumping 32MB of data through fidl calls.
