[roll] Roll fuchsia [usb][peripheral] Support USB_DT_OTHER_SPEED_CONFIG descriptor fetching

Handle USB_DT_OTHER_SPEED_CONFIG (0x07) descriptor fetching in
usb-peripheral GetDescriptor control request handler by returning the
configuration descriptor payload with the descriptor type field set to
USB_DT_OTHER_SPEED_CONFIG. This satisfies standard Chapter 9 descriptor
ioctls in the Linux kernel usbtest harness (resolving Test 9 stalls).
