[roll] Roll fuchsia [ffx] change host_pipe timeout to 50 seconds
We are seeing failures (e.g. fxb/132401) when the host pipe times
out before the emulator under ASAN is ready. The emulator serial logs
suggest that it becomes ready only a couple seconds later, so we can
hopefully mitigate this by extending the timeout.
We don't want to extend it _too_ far (e.g. 60+ seconds) or it may start
racing with other timeouts, preventing diagnosis of certain failures.
