[roll] Roll fuchsia [test_manager] Stop offering RealArchiveAccessor to system-tests

After auto-generating the privacy pipeline tests and have them be tests
backed by the inspect_test_runner, I'm not aware of any use case anymore
that requires offering the RealArchiveAccessor to tests.

If that use case comes, we can add it back.
