[roll] Roll fuchsia starnix: Remove CurrentTask from wakeup_test device registration
Avoid passing CurrentTask to register_wakeup_test_device and
WakeupTestDevice::new during container startup/device registration.
This removes the unnecessary dependency on CurrentTask and cached
thread IDs at initialization time, and instead resolves the tid of the
calling task dynamically during ioctl.
