[roll] Roll fuchsia [test][revive-example] Update revive API

The TestCaseRevive API is simplifying.
 - The `tag_name` parameter is going away.
 - There's a new `opt_out` decorator that should be used for
test cases that shouldn't be tested in revive mode.

Once a soft migration finishes, TestCaseRevive will be opt-out
for packages built with `params.test_case_revive = true` so
there will be no need for opting in with `tag_test()`.
