[roll] Roll fuchsia [audio] ADR notifications/async Adjust logging level of DaiFormatIsChanged and CodecIsStopped to reflect that these async notifications can be emitted upon creation of the Control (rather than upon SetDaiFormat or CodecStop), so no completer might exist. This explicitly acknowledges that a device's DaiFormats and CodecStart/Stop state will persist even when the client drops its Control on that device (unlike RingBuffer connections, which are dropped). Similarly, CodecIsStopped can be emittted if the Codec was previously started when SetDaiFormat causes a change in DaiFormat. Also cleanup ControlNotify and its usage for consistency. Unittest added.
