[roll] Roll fuchsia [fidl][fmt] Fix TypeConstructor in LayoutParameter bug

Previously, TypeConstructors were handled a bit oddly in the formatter:
rather than getting their own "SpanSequence", they simply continued
adding nodes to whichever one their parent visitor (alias, layout, etc)
was working on.  This was usually fine, but created some issues when the
parent visitor finished processing its children and said "okay, now
make sure there are spaces between all of you", to avoid getting
`aliasFoo=Bar;` instead of `alias Foo = Bar;` for instance. This would
sometimes add more spaces than desired, as seen in the referenced bugs.

The solution here is ensure that the TypeConstructor is always in its
own SpanSequence, which can then be operated on as a single unit when
doing the space adding operation.

Test: fx test fidlc-test; formatted all fuchsia.git FIDL files

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
