[roll] Roll fuchsia [host-target-testing] Use ffx instead of update-bin where possible

This is commit fba8d7aba73d7a38ea570d87739e6ac165ff8380 revisited. It
implements a fallback to the `/bin/update` component on the target if
`ffx` connections via RCS are not viable.
