[roll] Roll fuchsia Port cbuf to Rust and enable kernel tests

Port the C++ cbuf implementation to Rust under zircon/kernel/lib/cbuf.

This includes:
- Porting cbuf implementation to Rust.
- Adding a `kernel` crate to wrap thread FFI functions (`spawn`,
  `kill`, `join`, `yield`, `is_blocked`) with a type-safe `ThreadPtr`
  wrapper.
