[roll] Roll fuchsia [net-types] Exclude broadcast from multicast for Mac Redefine Mac::is_multicast to exclude Mac::BROADCAST, ensuring they are mutually exclusive. All usages of MulticastAddr<Mac> in NS3 should not accept the broadcast address, so this change does not require any changes to existing usages. Implement From<UnicastAddr<A>> for NonMulticastAddr<A> to ease converting validated unicast addresses.
