[roll] Roll fuchsia [display][assembly] Add display_driver_development_tools platform AIB.
This change introduces `display_driver_development_tools` as an
assembly input bundle (AIB) for eng builds; it includes package
`display-tool` and `display-tweak` as cached packages and registers
their shell commands.
We add a new assembly config `config.tools.display.driver_tools`. When
it's true, software assembly will add the corresponding AIB.
`driver_tools` is set to true for `workbench` by default. It's used by
the display driver team uses to develop display drivers.
`display-tweak help` worked without running `fx serve`.

This repository contains Fuchsia's Global Integration manifest files.
All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.
Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.
First install Jiri.
Next run:
$ jiri init $ jiri import minimal https://fuchsia.googlesource.com/integration $ jiri update
Third party projects should have their own subdirectory in ./third_party.
