[roll] Roll fuchsia Make Honeydew Tracing affordance ty compliant

Resolve all type checking diagnostics for the Tracing affordance under the
honeydew/affordances/tracing/ directory.

This fixes:
- Type casting of custom parameterized test name methods.
- Cleanup of pre-existing pylint warnings (unused variable and protected-access).

Test: Tracing unit tests pass successfully.
